What is less visible—but well documented in research and practice—is that many communities already possess untapped economic capacity in the form of cooperatives, public entities, hybrid organizations, and locally governed institutions that can be leveraged.Dr. Taylor has spent decades studying this “hidden economy”—the network of community-owned and community-controlled enterprises that provide housing, energy, food, and essential services across rural America to meet their unique needs.
