What is less visible—but well documented in research and practice—is that many communities already possess untapped economic capacity in the form of cooperatives, public entities, hybrid organizations, and locally governed institutions that can be leveraged.Dr. Taylor has spent decades studying this “hidden economy”—the network of community-owned and community-controlled enterprises that provide housing, energy, food, and essential services across rural America to meet their unique needs. This workshop draws on that body of work to help Tahoe-region participants better understand:• The “hidden economy” of cooperatives, public entities, and community-owned institutions operating across rural America• Greater awareness of how these economic models have been applied to essential infrastructure, including electric power, and how we can leverage our existing partnerships• A shared foundation of knowledge to support more informed local conversations about energy, affordability, and resilience• Realistic insight into the opportunities, constraints, and timeframes involved in pursuing community-scale infrastructure approaches• Increased capacity to evaluate next steps—whether continued learning, collaboration, or regional coordination—based on local conditionsThe purpose is not to promote a single outcome, but to make visible the tools and models that already exist—along with the constraints, tradeoffs, and long-term effort required to use them effectively.AGENDA11:00 AM – 12:00 PMUnderstanding the Hidden Economy of Latent Community CapacityProfessor Keith Taylor will provide an overview of:• Why rural communities across the U.S. have experienced long-term economic decline• How prevailing economic structures often centralize control outside local communities• The largely unseen “hidden economy” of cooperatives, hybrid enterprises, and community-owned models• How these models have been used to meet core community needs, including:– Workforce housing– Tourism, transportation, and recreation demand– Accessible and affordable food systems12:00 PM – 1:00 PM*Please bring your own brown bag lunch for a working lunch during this time.Lunch Conversation: Applying What We’ve Learned to the Tahoe ContextParticipants will engage in a facilitated discussion to reflect on the morning presentation and begin considering how the examples and frameworks shared by UC Davis relate to Tahoe’s specific regional conditions.1:00 PM – 2:30 PMPublic Power in Practice: Options, Constraints, and Pathways ForwardBuilding on the earlier sessions, Professor Taylor will discuss:• Structural challenges in California’s energy transition, particularly for rural and wildfire-exposed regions• Lessons from historical public-power efforts and recent innovations• What community engagement with power infrastructure looks like in practice• How small, resource-constrained communities have explored these pathways over timeWHO SHOULD ATTENDThis workshop is intended for individuals and organizations interested in learning from established research and real-world examples of community-scale economic and energy solutions, including:• Local residents seeking to better understand how energy systems and costs affect community stability• State, regional, and local governments, and others responsible for planning, emergency response, and public services• Special districts and public agencies involved in utilities, water, transportation, or housing• Housing, workforce, and economic development practitioners• Small business owners and employers affected by energy costs and reliability• Community-based organizations interested in long-term resilience and affordability________________________________________Admission is free at the UC Davis Tahoe Environmental Research Center / UC Davis Tahoe Science Center (Rooms 139 & 141) located at 201 Country Club Drive, Incline Village, Nevada, on the UNR Lake Tahoe Campus.Zoom link available for presentation times only: https://ucdavis.zoom.us/j/91904903574 (Meeting ID: 919 0490 3574)For more information, call 775-881-7560, ext. 7566 or email tercinfo@ucdavis.edu.
