- **Event Description**: This research aims to examine the drivers of international mobility of health professionals from the Philippines.About this EventThe Philippines is one of the top exporters of healthcare professionals in the world and arguably a leader in providing high-quality healthcare professionals to regional and global healthcare systems facing workforce shortages. In the last four decades, about 74,000 healthcare professionals emigrated, of which 84% were professional nurses, and around 13,000 newly hired nurses were deployed annually as temporary migrant workers, whose annual remittances averaged US$308,000 (2018–2021).This research aims to examine the drivers of international mobility of health professionals from the Philippines, particularly the role of environmental risks, given that the country is ranked third globally in terms of vulnerability to such risks. To the best of our knowledge, this is the first empirical study on the environmental migration of doctors and nurses from the Philippines. Initial results, using two-stage least squares fixed effects models (2SLS-FE) on a panel dataset at the provincial level from 1990 to 2023, suggest that there is heterogeneity in the effects of weather shocks on health workers conditional on the temporality of migration, the type of health worker, gender, and the type of damage after controlling for socioeconomic and demographic factors, and health and education infrastructures.Our results support the health- and climate-related goals and targets (SDGs 3 and 13). In terms of policy implications, the Philippine government needs to balance migration policies — to ensure the welfare and safety of those who choose to migrate — and domestic labor policies to keep a sufficient stock of quality health workforce in the country in the face of environmental risks. The latter is needed to achieve better health outcomes among Filipinos and to attain health-related targets such as universal health care (SDG 3.8), reduced maternal and infant mortality ratios (SDGs 3.1 and 3.2), and reduced communicable diseases (SDG 3.3), among others.
