Joining the team in December of 2023, he serves as liaison to the more than 160 SBA- approved lenders throughout the district’s territory encompassing the lower Hudson Valley, five boroughs and Nassau and Suffolk counties on Long Island. In this role he is focused on ensuring lenders receive the support they need so our small businesses can continue to access capital to start, grow and expand their operations. Prior to joining the SBA, Troy worked for five years as a certified business advisor with the Small Business Development Center at Farmingdale State College. There he assisted businesses with access to capital through both traditional and SBA loan programs, leveraging his 15 years as a business banker within the Long Island market.Arthur J. Conte, Esq.Partner, Hyl Conte Law, PLLCArthur is one of the founding partners of Hyl Conte Law, PLLC, practicing in all aspects of Elder Law and Trust & Estates. Prior to creating Hyl Conte Law, Arthur had his own solo law practice, where he advised clients, as he does now, on estate planning, including Wills, Trusts, Advance Directives and estate and gift tax mitigation planning. He also advises business owners on creating entity structures, mitigating business liability, tax structuring and succession planning. Mr. Conte is also responsible for the firm’s Medicaid practice and advises clients on planning for Long Term Care Medicaid benefits and applying for Community and Chronic Care Medicaid benefits for both at home and skilled nursing care.Mr. Conte is a member of the Executive Committee for the Elder Law Section of the New York State Bar Association, as well as a member of the Trust & Estates Section. In addition, he is a member of the Nassau and Suffolk County Bar Associations. Arthur has been nominated for Super Lawyer’s prestigious Rising Star award from the last several years, as well as Lawyers of Distinction.
