- **Event Description**: The National STOP THE BLEED Program is a training program designed to educate people on how to handle life-threatening bleeding emergencies.About this EventPeople interested in attending this training are required to PRE-REGISTER! You may pre-register here online, which is preferred. You may also pre-register on the day of the event, but only if slots are available. Report to the Ag Showcase Tent to check-in. The Cecil County Department of Emergency Services will be providing the training. The sessions are 30-minute sessions of hands-on training. Three (3) sessions are scheduled with a maximum of 20 people per session. You need to attend only one session.This program is administered by the American College of Surgeons (ACS) under a licensing agreement with the Department of Defense. The course teaches the core techniques for bleeding control: applying direct pressure, packing a wound, and correctly applying a tourniquet.
