Community information session and discussion about the security and privacy concerns surrounding the City of Durango's and Durango Police Department's (DPD) contract with Flock and use of Flock's surveillance system. Details below.

HERE'S BACKGROUND INFORMATION:

OUR THREE PRIMARY ASKS:
End all contracts between Flock Safety and Durango Police Department / City of Durango
Remove all Flock cameras from public spaces and roads
End all sharing of Flock Data collected in Durango with other agencies

WHY?
We are all being watched and surveilled:
The Flock system creates tracks and stores the location history of every vehicle captured by the cameras for a minimum of 30 days. Flock can retain and share information with any agency it chooses (and shared with Customs and Border Protection last August) without informing partner agencies; our local data is not under our control. 

The Flock system violates our 4th Amendment rights:
Builds individual databases of each of our commuting, shopping, and affiliation patterns
Enables profiling and easy predation of "targets" 

Flock endangers our Immigrant Community:
ICE was likely used Flock in arresting the Jaramillo Solano family and other local workers, and threatens our people every day by providing ICE and others with complete records of movement

Flock has high potential for abuse:
No warrant, probable cause, or reasonable suspicion required to use Flock
A woman seeking abortion was hunted by a Texas Sheriff’s department across state lines; an officer in Kansas stalked his ex-girlfriend with Flock
Anyone with a Flock login can get location history of practically any person; logins to Flock have been given away by Loveland police officers to federal agents, and found for sale on the dark web.

We need answers:

1) Has the City of Durango adequately informed residents of the dangers associated with the Flock surveillance system?

2) Did residents give informed consent based on complete and accurate information reflecting all the relevant facts, alternatives and risks?

3) Were we informed of Flock’s contractual right to share information with (for example) Customs and Border Protection, without informing LEAs? They did so, as reported in August by 9 News Denver.

4) Is the “warrantless search” enabled by the Flock surveillance system a violation of 4th Amendment rights? Have residents lost those rights by failing to speak out?

5) What role did Durango’s system play in providing ICE with surveillance information leading to the abductions of the Jaramillo family and many others?

6) Has the City of Durango violated Colorado state law prohibiting in-state LEAs from cooperating with ICE?
