The Coroner is at the nexus of many of the most significant human rights flashpoints in our country today . Investigating all sudden, unnatural or violent deaths, coroners and inquests perform essential services for the living, providing families with answers to key questions and helping society to prevent future deaths. 
Possible Article 2 violations
But serious concerns have been raised as to whether the coroner is fit for purpose in its everyday duties. It is not structured as a proper system, it is under-funded, under-empowered and overly reliant on members of An Garda Síochána to perform its functions. There has been no systematic oversight of the coroners’ system operates. Over many years, ICCL has encountered many families who feel the death of their loved one has not been independently investigated, as required by Article 2 of the European Convention of Human Rights. 
Public Sector Duty
As the government considers the Coroners (Amendment) Bill 2018, ICCL is collaborating with Dr Vicky Conway and Prof Phil Scraton to investigate how the Public Sector Duty can be used to ensure that the human rights are respected within the Coroner system. This is the first time research of this nature has been carried out with regard to the coroner’s office.

 We have invited Raju Bhatt (QC), Dr Kathryn Chadwick (Manchester Metropolitan University) and Deborah Coles (Inquest) to share their expertise with us at the Hilton Garden Hotel at 4:00pm on 7 February and we invite you to come along and hear from them too. 
Raju Bhatt is one of the founding partners of Bhatt Murphy, a team of lawyers who share a commitment to the protection of civil liberties. The firm offers specialist legal advice, assistance and representation to members of the public who seek accountability from the state and its officers in England and Wales, with a focus upon the treatment of individuals by the criminal justice system (including the police, the Pr*son service and the prosecuting agencies).
Raju has a particular history of work with families who have lost their loved ones through death in custody, and he has been responsible for many significant developments in this and other areas of his legal practice over the three decades of his legal practice.  In the process he has been required to utilise every avenue of litigation at all levels of the civil justice system up to the highest appellate courts.
Raju’s experience and authority in his fields of work has been recognised on various fronts. In 2009, he was appointed special adviser to the parliamentary Joint Committee on Human Rights in relation to its scrutiny of the Coroners and Justice Bill, which was subsequently passed as the Coroners and Justice Act 2009. In 2010, he was appointed by the Home Secretary as a member of the Hillsborough Independent Panel which reported in September 2012.  More recently, in 2015, he was appointed by the Home Secretary as a member of the Reference Group established to assist and advise Dame Elish Angiolini during her Independent Review of Deaths and Serious Incidents in Police Custody which culminated in her report published in 2017,
 Deborah Coles is the executive director of INQUEST, and has worked for the charity since 1989. She leads INQUEST's strategic policy, legal and parliamentary work and has considerable expertise in working to prevent death and ill treatment in all forms of detention and for more effective accountable learning. She has been an independent expert adviser to numerous government committees and inquiries, is a regular media commentator, delivers conference papers nationally and internationally and is author of numerous articles and publications. She is also on the board of trustees of Clean Break and a special adviser to Women in Pr*son. 
Dr. Kathryn Chadwick is Principal Lecturer in the Department of Sociology and Criminology at Manchester Metropolitan University. Her main areas of research focus on gendered processes of criminalisation and punishment; challenging state injustices; controversial deaths and Inquests, and penology and critical criminology.
