Despite the scale of the crisis, global governance remains fragmented as there is no legal definition of a “climate refugee”. While narratives of mass migration are often politicized to justify closed borders, some of the most affected regions are shaping new pathways forward. Through compelling human stories and innovative initiatives emerging in Asia, the Pacific, and Latin America, alternative responses are taking form, offering models with the potential to resonate far beyond their borders.
