Originally home to the City Water Works in the 1920s, the site later housed the Board of Light and Water. Eventually, the buildings became the City's Electric Operations facility. By the late 1990s, all of the buildings were sitting vacant.\n \n\n\nAs a strategy to spur community development within Gibson Village, the City made plans to redevelop the site and offer studios to artists at affordable rates. The first framed-in studios were offered for lease in 2011. With creative energy and activity in new supply within the community, the studios have become a catalyst for neighborhood revitalization. \n\n\nIn late 2013 the City hired ClearWater’s first dedicated Arts Manager, Sarah Gay, at half-time to direct the growth and programming of the facility and Artist’s Coalition.
