Seemingly below the radar, Russia has been using cyber tactics to attack both the United States and its allies for decades. The US cyber defense agency, CISA, says Russia uses “anti-U.S. diplomacy, coercive energy tactics, disinformation, espionage, influence operations, military intimidation, cyberattacks, and gray zone tools” to aggressively promote its interests while staying below the threshold of armed conflict. How and why is Russia using these tactics, how successful are they, and how can the US defend itself?
