Inclusive education policy has been informed by two distinct and conflicting influences: the social model of disability and the effective school movement. Both are concerned with cultural and practice changes in schools but differ fundamentally on what changes and outcomes should be pursued. This chapter argues that the social model of disability and its imperative for systemic reform is used in policy predominantly for its discursive power and as justification for accountability policies aimed at engineering effective schools and teachers. It presents an analysis of the Australian inclusive education policy, including Australia’s latest Disability Strategy, State inclusive education statements, and the Nationally Consistent Collection of Data (NCCD) on School Students with Disability. The analysis demonstrates how, under the social model’s thin film, an individualistic response to a student’s needs, with complex administrative and funding systems, streamlined options of action, and restricted forms of consultation, dominates policy directives as they are translated to school practices.6 (b) Jill Jeremy, The University of SydneyLimits of inclusive education: Constraints in practiceWhile inclusive education is embedded in policy rhetoric in Australia the commitment to inclusion has not been realised in practice. This chapter examines the limits of inclusive education as they are encountered in professional practice, focusing on the significant role interprofessional collaboration plays in the enactment of inclusion. Drawing on my research into the collaborative work of teachers and occupational therapists, I posit that inclusion is routinely constrained by systemic conditions that render collaboration aspirational rather than operational. From a practice perspective, limits arise due to the different institutional, temporal, and epistemic frameworks of education and health systems. Rather than framing these tensions as failures of individual professionals or schools, the chapter positions them as structural limitations that shape what inclusive practice can achieve.
