In alignment with the New Government Procurement Act (RA 12009), this webinar transitions procurement from a "lowest-price" model to a "best-value" model through Green Public Procurement (GPP). This session provides a technical roadmap for integrating environmental criteria into the end-to-end procurement process—from planning in the APP to final contract monitoring. Participants will master the application of Life Cycle Thinking to ensure that government acquisitions are not only fiscally responsible but also environmentally sustainable.

Terminal Learning Outcome
By the end of this learning intervention, participants shall be able to implement Green Public Procurement (GPP) standards in compliance with RA 12009, integrating environmental criteria and Life Cycle Costing (LCC) into the agency's procurement and asset management cycles.

� Module 1: Legal Framework and Policy Direction: Understanding the mandate for Green Public Procurement (GPP) under RA 12009 and the shift toward the Most Advantageously Responsive Bid (MARB).

� Module 2: Sustainable Procurement Principles and Lifecycle Thinking: Mastering the "Cradle-to-Grave" approach and calculating the Total Cost of Ownership (TCO) beyond the initial purchase price.

� Module 3: Strategic Planning and Specification: Incorporating green technical specifications into the APP, PPMP, and Bidding Documents without violating non-brand naming rules.

� Module 4: Evaluating Suppliers and Green Criteria: Technical procedures for evaluating environmental certifications (e.g., ISO 14001) and Eco-Labeling during the post-qualification phase.

� Module 5: Monitoring, Compliance, and Documentation: Establishing verification protocols to ensure suppliers deliver on "Green" promises and maintaining the audit trail for COA compliance.

� Module 6: Technical Case Examples: Practical application of GPP standards in the procurement of office supplies, energy-efficient ICT equipment, and sustainable infrastructure.
