"Fouad Chehab and the Politics of Reform in Lebanon: Governance, Pluralism, and State-Building"

Panel Discussion | Guest: Simon Kachar — Moderator: Atty. Mohammad Farid Mattar

A session with Simon Kachar on his book, Fouad Chehab and the Politics of Reform in Lebanon: Governance, Pluralism, and State-Building, which re-examines the 1958–1964 presidency as the most sustained effort in Lebanon’s history to establish state institutions capable of transcending sectarianism and clientelism.

The book traces these structural reforms—from administrative overhaul and the IRFED mission to the introduction of social security, regulatory bodies, and public policy frameworks—while weighing their unintended costs: a military drawn into political affairs and top-down reform imposed on a system designed to resist it.
The panel considers what the Chehabist model still offers—or fails to offer—to a modern Lebanon confronting systemic collapse.

Paneslists:

Simon Kachar: Lecturer in Political Science at the American University of Beirut (AUB) and the Founding Director of the AUB Governance and Citizenship Observatory. He serves on the Research, Innovation, and Creativity Board at AUB’s Faculty of Arts and Sciences. A researcher and public policy consultant, he is the author of a book on Chehabism and recipient of the Michel Eddé Prize for Best Doctoral Thesis in Public Administration and Good Governance from Saint Joseph University of Beirut (USJ).

Mohammad Farid Mattar: A prominent Lebanese attorney and founding partner at Levant Law Practice in Beirut. Educated at the University of Oxford, he is widely recognized as one of Lebanon's leading criminal defense lawyers.
