The pilot itself is the first known guaranteed income research pilot studying the impact of cash on child welfare system involvement, with independent research conducted by the Access to Justice Lab at Harvard Law School. Its concept was published in 2022, in the article "Building a Guaranteed Income to end the 'Child Welfare' System." At its core, this work is about transforming family policing — the harmful, coercive, and unconstitutional policing of families — into systems of care that keep families whole.
