It's the old school bell mounted at the corner of N. George Mason Drive and Wilson Blvd by Fire Station 2, https://www.arlingtonva.us/Government/Departments/Parks-Recreation/Locations/Parks/Constitution-Garden-Park

The Bluemont Civic Association rings the bell on all federal holidays at noon.

If it's raining at 11 am, the bell-ringing is cancelled.
