What Is Being Proposed?
Hearing 1 on March 19th covered testimony from the applicant's civil engineer and a fiscal impact consultant. The engineer's direct testimony was largely a checklist walk through; yes after yes to ordinance compliance questions with substantive answers on noise, air quality, traffic, emergency access, and fire response all deferred to future hearings or later permit stages. 

No air quality modeling was done. No traffic impact study exists yet, only a preliminary scoping application to PennDOT. 

The noise expert was absent entirely. 

The economic consultant's projections fared no better under cross examination: he admitted he had no data center experience, his job numbers were industry averages with no guarantee of local hiring, and his analysis covered only the construction phase. 

The $2.25 million community benefits proposal was a one time milestone structure, not an annual benefit, was met with open skepticism from council. 

Hearing 2 is where the applicant is expected to finally present the noise analysis they punted on the first time.

Project Green Mountain includes:
- Seven (7) two-story data center buildings
- Approximately 138,000 square feet per building footprint (276,000 square feet total per building)
- Backup generator yards supporting the campus
- A PP&L-owned switchyard and customer substation
- Large stormwater detention basins designed for storage and reuse
- Internal secured access drives and emergency access routes
- A boulevard-style entrance to Salem Road (SR-1012) providing access to the campus
- Development across approximately 270 acres of land

The proposed site is located on the east side of the Casey Highway (SR-6) on land that was formerly quarried.

The project spans multiple zoning districts including:
- Mining (M)
- Coal Mining (CM)
- Resource Conservation (R-C)
- Commercial / Light Industrial (C/LI)
